Implement the ability to create duty crews from members and accompanying duty crew task lists, with any additional priority items. Add notifications for duty crew when their crew is scheduled to let them know what the crew is to focus on.

Currently, assigning action items displays ALL StationOne-registered users. Can this be restricted to the brigade profile only? This would significantly reduce the risk of administrative errors and accidental task assignments.

It would be helpful to have filtering options (e.g. alphabetical order) to make it easier to locate members, particularly when assigning action items.
