Assign Permissions via Member Group

I would like to be able to assign permissions beyond the default "Brigade User" permissions to Member Groups, instead of needing to assign them to individual members.
I would also like the option to turn off the ability to set per-user permissions, and only have user permissions assigned via groups.
This would greatly reduce the overhead of managing Role-based Access Control (RBAC) in our brigade, and also reduce the chance for unintended changes to a members access.

We would like the ability to separate operational and non-operational members (e.g. Auxiliary members) within the platform.
The system should allow administrators to customise what different member groups can view and interact with. This would enable better role-based access and reduce unnecessary visibility for members who do not require access to operational functions.
Examples include restricting access to:
Vehicle status
Defects
Inspections
Hose testing
Other operational maintenance features
While still allowing access to:
Room bookings
Duty rosters
Creating room booking events
Other administrative or social functions
This would improve usability, simplify the interface for non-operational members, and ensure members only see features relevant to their role.
