Change the age category dropdown to a 'Member Type' dropdown and add additional options. The membership type would work alongside the Operation Member checkbox as needed. Suggested dropdown options to include:
Junior - A member aged 15 or less. This member type would restrict the Operational Member checkbox from being selected.
Cadet / Minor (Whichever CFA's current terminology is) - A General Member that is aged 16 or 17. This membership type can have the operational member checkbox applied as required.
General - A General Member the is aged 18 or over. This membership type can have the operational member checkbox applied as required.
Prospective - For brigades that require a minimum attendance prior to progressing new memberships. Adding them as 'Prospective' would allow them to check in to events and have their attendance tracked for this to be reviewed.
Possible extras:
Brigade Life Member - This membership type can have the operational member checkbox applied as required.
CFA Life Member - This membership type can have the operational member checkbox applied as required.

I would like to also suggest a conditional secondary email field for parent/guardians of members that are minors. That way any invitations or correspondence that gets sent to them will be cc’d to their parent/guardian for transparency.

Is there any easy way to restrict the view of Junior Member and Leaders so Junior Events and members are not visible to the entire brigade?

It would be valuable to include the Life Member categories, but with flexibility around how they’re managed in the system. Not all honorary life members remain active on the brigade membership roll, so there should be an option to exclude them from training, events, and similar activities where appropriate.
While the Operational checkbox is useful, membership status goes beyond simply being operational or not. It might be worth considering an additional “Brigade Member” (or similar) checkbox to distinguish between active brigade members and those recorded for honorary or historical purposes.
Overall, having a way to record Life Members in StationOne would be useful, as there’s currently no effective way to track them in Members Online unless they remain on the active brigade roll.

CFA got rid of the term 'senior' in the latest regulatory change. It is now 'general' for 16+. The volunteer recruitment hub has been updated to this terminology as well.
